It is Halloween night and Olive is reading ghost stories to Popeye and Bluto. Both of the men want to have alone time with Olive, with Popeye wondering why Bluto hasn't gone home and Bluto wondering what to do to get rid of Popeye.
Popeye and Bluto battle it out to fix Olive's dripping faucet. Popeye turns out to be a better plumber and Bluto seeks revenge by breaking all the pipes.
Popeye accepts the mission to protect a precious diamond. The gem is stolen and Popeye discovers that the butler is the thief. In order to retrieve the gemstone, he follows the thief around the world.
