On a variety show, magician Bluto goes overboard and Popeye corrects him by turning him into a circus seal toy.
Sky aces Popeye and Bluto go head-to-head around the world. Bluto has a great plane but Popeye struggles with a single propeller plane. During the race, Buto sabotages Popeye's plane by leaving it without engine.

Popeye is Robin Hood - the advocate of the poor and the suffering. Bluto is the avid tax collector. In the end, Popeye takes Bluto's money, shares it with the poor, and saves Olive from bankruptcy.
