Olive Oyl falls in love with a mysterious man. Popeye is jealous, but Bluto intervenes between them, pretending to be the man of her dreams.
Popeye tells his three nephews about his adventures abroad. Realizing that Uncle Popeye is the greatest sailor in the world, they erect him a large statue.
It is Halloween night and Olive is reading ghost stories to Popeye and Bluto. Both of the men want to have alone time with Olive, with Popeye wondering why Bluto hasn't gone home and Bluto wondering what to do to get rid of Popeye.
Popeye and Bluto battle it out to fix Olive's dripping faucet. Popeye turns out to be a better plumber and Bluto seeks revenge by breaking all the pipes.
